The meanings of the houses are modified when they are occupied with planets. It is important to realize from the beginnings that having no planet in a house does not mean that there is no activity in that area. No house is ever empty; each house has a planet that rules the sign on its cusp. Since there are twelve houses and only ten planets, you cannot possibly have a planet in every house.
